Principal SecretaryDr. Fredrick Ouma Oluga was born in 1985 in Rarieda Constituency, Siaya County, and attended Okela Primary School and Maranda High School. He trained as a doctor at Moi University, earning his Bachelor of Medicine and Bachelor of Surgery, and later completed a Master's degree in Internal Medicine at the University of Nairobi in 2019. From 2014, he served as Secretary-General of the Kenya Medical Practitioners, Pharmacists and Dentists Union, championing better working conditions for healthcare professionals and reforms across the health sector, including a period of detention at Kamiti Maximum Prison in 2017 in defense of doctors' rights. He went on to serve as Chief Officer of Health for Nairobi Metropolitan Services, overseeing health service delivery in the capital, before being appointed Principal Secretary for the State Department for Medical Services in March 2025.
